DELCORA to terminate sending flows to the City of Philadelphia.

DELCORA has announced it's intentions to terminate their agreement for wastewater treatment with the City of Philadelphia by 2028.  Wastewater flows from eastern Delaware County will then be pumped to the existing Western Regional Treatment Plant.  This move is estimated to cost approximately $450 million.  Staying with Philadelphia would cost the County approximately  $600 million for Long Term Control Plan implementation in addition to treatment costs.

Long Term Control Plan for the City of Chester

The Delaware County Regional Water Quality Control Authority has entered into an agreement with the federal US EPA to invest in major infrastructure upgrades to reduce overflows from the City of Chester's combined sewer system.  This agreement binds everyone that sends wastewater flows to the Western Regional Plant to participate in the costs of this plan.  The Central Delaware County Authority sends the bulk of our flows to the Western Regional Plant.

The plan is called a Long Term Control Plan, LTCP.  It is currently estimated to cost $87 million.
